this message showing before selecting country in "cart page."

is possible change message after selecting country shipment unavailable.

you can set allowed countries shipping in woocommerce options(no sense allow countries shipment unavailable), allowed countries show in select box. woocommerce -> settings -> general -> selling location(s) -> sell specific countries only
